    I. Project overview


    Traffic police detachment of Xuancheng City started construction of ITS integrated management & control platform system in 2010 and updated the system in 2012. The existing platform has initially realized integrated monitoring of partial field equipment (mainly including surveillance camera and signal controller at intersections), but it cannot perform networking and integration with the newly constructed field equipment in recent years to realize effective cross-sectoral information sharing and application (for example, it has not integrated with the municipal video surveillance resources, early warning and forecast information resources of meteorological department or vehicle & driving license management information resources). In order to implement the development program of the Ministry of Public Security and update the system to meet the new demands, we carried out the project to build the platform system into one with the following functions: 1) Real-time monitoring and control of field traffic facilities; 2) monitoring and dispatching of traffic police resources; 3) maintenance and management of basic information of traffic infrastructure; 4) real-time monitoring and abnormality alarm for traffic facilities; 5) operation & maintenance of failed facilities; 6) analysis of traffic conditions based on the traffic flow information; 7) aid decision-making for various traffic violations and accidents.

    IV. Social benefits

    • Built integrated command system software. It can: 1) integrate various information resources to realize flat management, map maneuver and online patrol control; 2) comprehensively grasp information at key intersections, in key road sections and key regions; 3) perform daily management and control of traffic; 4) perform joint emergency response for major traffic events and large-scale activities; 5) Guide the work of its branches to achieve a better effect through collaboration.
    • Built a humanized command center. The center is reasonably arranged with various posts. The large screen is designed with high brightness to save energy, and it also has the advantage of low maintenance cost during its service life. Meeting room of the center can both serve as a place of meeting and a place of demonstration.
    • The machine room complies with Class B standard. It can meet the development needs of the user in the next 5-10 years. Besides, machine room migration program is also provided considering the existing equipment.
    • A powerful and safe network support environment is constructed. It not only improves performance level of the basic network support system, but also meets the demands of the public security system for network security.
    • Unified traffic video management platform. It not only realizes unified management of resources of the original video system, but also reserves capacity for expansion in the future.
    • Rich, comprehensive and intelligent field facilities. It can: 1) meet the demands of functional application and evaluation of the center’s integrated command platform; 2) realize multiple functions, including automatic control of signal light, electronic police, surveillance camera, radar speed measurement, video surveillance, traffic information collection, dynamic guidance, etc.
